Great opportunity for Standard Taxi and their new Taxi they plan on building. Didn't see "hybrid" as an engine option on it on their website, though.

Their sales brochure lists both LPG and CNG as options ... it's an easy change to the GM 4.3 motor just involving a different intake / fuel delivery and a reprogrammed distributor curve (pretty much the same as Checker did to the 3.8) ... but I don't know if that would qualify as "green" enough for NYC.

The other alternative would be to buy the GM hybrid gas / electric option powertrain used in the "green" VUE.
